What is possibility and odds of petitioning for US military award for my Dad (foreign military service)?

Sounds like he served his time. It would take some sort of special action to warrant a posthumous award of an MSM - including a write-up from a superior officer who witnessed the action. I understand your desire to recognize your father's service but getting one for just being there and doing a job sort-of downplays the value of the award.
