Why don't MP's who have abused their claim system face the same charges as the public who abuse their benefits?

If a member of the public claims Job seekers allowance whilst he/she is actually working they could face a jail term yet when a MP, someone who is entrusted by the public abuses their benefits they are only asked to pay it back (and on their terms; timescale, no interest).
