Do you think Netanyahu deliberately jeopardized the Biden visit to the Middle East?

The timing couldn't have been worse with Biden going to visit the Palestinians and finding out that the Israelis were planning to open more settlements in the area. I know Benjamin didn't say it himself but he should have been aware of who was speaking to the Biden contingent. What say you?
