How hard is it to start a business and how hard would it be for the poor to do so and to have them profitable?

I'm just curious as to how hard is it really to start a business. I put this in the Economics category because I want to connect it to Economic Development. They say that one of the solutions to develop 3rd world or underdeveloped countries is to teach people to do business. How true or accurate is that?
