Can my daughter collect CPP if her father is on ODSP?

my ex is suppose to be paying child support and of course he isnt and the family responsiblity office cannot garnish it ( i am in ontario). i was just wondering since he is collecting odsp if my daughter can get cpp because of it? she is only 3 but it will go into a bank account for HER. i make alot of money so i dont need/want his money but i want my daughter to get something at least. if anyone else is in the same boat i am or knows something that could help that would be great!!!! thanks a million
